In his book, F. Zakharievych attempts to resolve the issue of the representativeness of criminal law statistics for characterising crime. For example, whether it is possible to speak of an increase in crime based on the growth in the number of convictions or criminal cases. In the book, he provides statistics for 1844–1850 on the number of crimes committed (against faith, morality, public welfare, people, property), places of imprisonment and the number of criminals held in them, and the arrangement of places of care for prisoners.
