Scientific articles on the role of the Ukrainian language in local education

After losing its administrative powers in the second half of March 1918, Odesa Ukrainian City Council (referred to in sources under various names: Odesa Ukrainian Community Council, Council of Odesa Ukrainian Community, Odesa Ukrainian Council and Odesa Ukrainian National Council) changed its field of activity and focused on cultural work.

In January 1919, the military governor of Odesa issued an order cancelling the compulsory teaching of the Ukrainian language in the city's educational institutions and allowing it to be studied only as an optional subject. Odesa Ukrainian Teachers' Union attempted to convey its position through the local press, but the editors of major newspapers refused to publish them. In response to the harassment, Odesa Ukrainian National Council, together with Odesa Ukrainian Teachers' Union, initiated the publication of a special collection containing official documents, an open letter to the trustee of Odesa educational district, I.M. Malinin, and several academic articles on the role of the Ukrainian language in local education.
