Orlov Oleksii Oleksiievych (1833–1903) - Active State Councillor, served in the Boundary Corps from 1854, from 1875 to 1886 worked as a Head of the office of Moscow archive of the Ministry of justice, from 1886 to 1889 he was a member of Samara district court, from 1889 to 1895 – a member of Moscow district court. In 1878 he became an honorable member of Moscow archeological institute, and in 1882 - active member of Moscow law society.
As an employee of Moscow archive of the Ministry of Justice O.O. Orlov worked with analysis and description of documents on the history of Odesa in 1794-1803, that became the basis of the historical essay. In his study, the author provides official data on the social and national composition of the population, a list of officials, merchants and foreigners who visited the city during that period.
