The development of voluntary firefighting organizations became possible thanks to the reforms of the 1960s and 1970s. The Odesa Voluntary Fire Society was created in 1897. Its main task was to extinguish fires in the Odesa City Council. However, it took on the responsibility of rescuing the population not only from fires, but also from other natural disasters and catastrophes. For this, combat units were organized - teams and wives. Considerable attention was paid to personnel issues. Ordinary members were, as a rule, amateurs of firefighting - artisans, factory workers, railway workers, intelligentsia, small homeowners, students, etc. At the same time, the theoretical level of training of city volunteers was much higher than that of members of many professional teams. The society has become a local center for fire prevention propaganda and dissemination of fire safety knowledge. The main part of the funds for maintenance came from patrons.
